WTO Trade Policy Review of Indonesia

Statement by Mr. LI      Enheng

Minister & Deputy Permanent Representative,

Permanent Mission of China to the WTO

Mr. Chairman:

I would like to join the previous speakers in welcoming the Indonesia delegation headed by Mr. Soetanto, Director General for International Trade Cooperation, Ministry of Trade, and in thanking him for his comprehensive statement. I take this opportunity to thank the Secretariat and the Indonesian government for the tremendous efforts they made for the review. Our thanks also go to the discussant, H. E. Ambassador Mia Horn Rantzien, for her insightful observation on the trade policy of Indonesia.

 

Mr. Chairman, China is glad to note that, Indonesia has made steady economic progress since its previous review in 2003, with an average annual GDP growth rate of 5.2% despite major exogenous shocks and natural disasters. It is commendable that during the period under Review, Indonesia has continued to undertake systematic efforts to increase the pace of its economic development, including by reducing constraints to trade, investment, and production and streamlining procedures at the border. A comprehensive economic reform programme has been put in effective operation.

 

Mr. Chairman, China and Indonesia have enjoyed a sound economic and trade relationship. As a key ASEAN member, Indonesia plays an important role in China-ASEAN economic and trade cooperation. Indonesia is the forth largest trading partner of China in South East Asia. In 2005, China and Indonesia signed a package of agreements aimed at establishing a broad “strategic partnership” and increasing trade between the two by 40% over the next three years. According to the Chinese Customs statistics, our bilateral trade reached 19 billion US dollars in 2006, an increase of 13.5% over the previous year. The recent visit to China of H.E. Indonesian Vice President Jusuf Kalla and the series of talks with Chinese leaders have offered strong impetus to further advancement of our bilateral relations.

 

While encouraged by the rapid development of Sino-Indonesia economic and trade relationship, Mr. Chairman, we have concerns over some problems in our trade. China has submitted a few written questions on anti-dumping and TBT measures by Indonesia and IPR infringements by Indonesian enterprises. We appreciate the work done by the delegation of Indonesia for providing us the responses this morning. We shall carefully study these responses and further discuss them with our Indonesian colleagues within relevant bilateral or multilateral frameworks for clarification and their proper as well as effective solution.

 

Mr. Chairman, Indonesia is a key player in the multilateral trading system. As the coordinator of G33, Indonesia plays an important and constructive role in pursuing development-dimension of the Doha Round negotiations. Since the launching of the round, G33 has submitted quite a few proposals on issues such as SPs and SSM, focusing on securing the development objectives outlined in the Doha mandate, which reflects the common aspiration of the developing Members, particular those with billions of very poor farmers. We highly commend the leading role by Indonesia, particular the personal tireless efforts made by Ambassador Bustami in this regard and will continue to work closely with Indonesia and other Members in order to bring this Round to a successful conclusion.

 

Finally, we wish the trade policy review of Indonesia a success.
