           Statement by the Delegation of China
          on the Trade Policy Review of Bangladesh
               (13-15 September, 2006)

Madam Chair,

  Let me join the previous speakers in welcoming the Bangladeshi delegation to Geneva for the third Trade Policy Review of Bangladesh. We thank Mr. Feroz Ahmed, head of the delegation and Secretary of the Ministry of Commerce, for his comprehensive statement on the developments of Bangladesh’s economic and trade policy since the previous review held six years ago. Our thanks also go to Ambassador Don Stephenson, the discussant of this review for his factual as well as analytical remarks which help us have a bird’s view of the trade policy environment in Bangladesh. I would like to take this opportunity to express China’s appreciation to the Government of Bangladesh, and the WTO secretariat for the excellent preparatory work they have done for the review.

  Bangladesh is an important trading partner for China in South Asia. Both countries are witnessing rapid development of bilateral economic and trade relation. Our statistics shows that the two-way trade volume in 2005 reached 2.48 billion USD, an increase of 26.4% over the previous year. The WTO Secretariat report also reveals the rapid bilateral trade development between China and Bangladesh, especially the robust increase of Bangladesh’s exports to China. In 2004, China committed itself under the Bangkok Agreement (which was renamed recently as Asia Pacific Trade Agreement) to grant preferential tariff treatment to most of the products originated from Bangladesh. Since January 1, 2006, China has further granted duty-free access to a variety of Bangladeshi export items, covering major traditional exports including textiles, frozen food, leather, jute etc. We are confident that with the efforts made by the governments of the two countries, our bilateral trade relationship will be further strengthened. With regard to investment, many Chinese companies have their establishments in various sectors in Bangladesh. This trend will continue in the future.

  As a close and friendly neighbor, China has always paid great attention to the economic performance of Bangladesh and the evolution of its trade policy regime. China notes with pleasure that thanks to the government’s prudent macroeconomic policies and ongoing structural reforms, Bangladesh's real GDP has been growing at an average annual rate of around 5.5% in the past six years. China is also happy to learn from the Secretariat report that Bangladeshi textile and clothing exports have sustained very good growth after the completion of the 10-year transitional period provided in the ATC, in particular in the EU market where Bangladesh competes directly with other suppliers that enjoy the same preferential treatment. China is particularly encouraged by Bangladesh’s strong will to pursue trade liberalization and trade facilitation which help to raise its export competitiveness. We wish that these achievements and efforts could be further expanded in the coming years ahead so that more people will be lifted out of poverty in Bangladesh.

  Finally, we commend Bangladesh’s leadership in the LDC group in the WTO. Being the largest LDC, Bangladesh plays an important role in the WTO activities. We believe Bangladesh will exercise this role successfully. I sincerely wish the trade policy review of Bangladesh a great success and our friends from Bangladesh capital a pleasant stay in Geneva.
