               Statement of the Chinese Delegation
              at the WTO Trade Policy Review of Canada
                    March 12-14, 2003

Mr. Chairman:

  Thank you for giving me the floor.


  Firstly, China would like to join the preceding members in welcoming the delegation from Canada, headed by Assistant Secretary of the Department of Foreign Affairs and International Trade. We would also like to thank the discussant for his precise and insightful observation on the trade policy of Canada.

  Canada and China has enjoyed close and mutually-benefiting trade relationship for many decades. As a major trading partner of China, Canada’s bilateral trade with China has increased annually by an impressive 15% on average over the last ten years. The strong momentum has also been maintained in the areas of investment and economic cooperation. The bilateral economic relationship has been further strengthened by the well-established mechanism of annual meetings of trade ministers and a series of trade promoting activities between the two countries. The undoubted highlight of these activities was the successful visit of China in February 2001 by Team Canada, a trade delegation of more than 600 senior government officials and prominent entrepreneurs headed by the Prime Minister, Mr. Jean Chretien.
 
  Mr. Chairman, despite the rapid growth in recent years, the volume of bilateral trade, accounting for merely 2% of Canada’s global trade, is largely disproportionate with the economic scales of the two countries. With the existence of complementary advantages and enhanced economic exchanges between the two countries, we hope the trade potentials and benefits can be further explored through joint efforts.

  My delegation commends the strong economic performance of Canada in the face of the global economic slowdown and acknowledges its efforts in maintaining the open and highly transparent trade regime, which is also approved by the report of the Secretariat. However, it is hoped that the liberalization can be extended to some sensitive sectors, such as getting rid of tariff peaks and removing non-tariff barriers in agriculture. This would bring them in line with Canada's generally liberal policies in other areas to the benefit of both Canada's economy and the WTO members as a whole.

  Mr. Chairman, while largely endorse the trade policy of Canada, we would like to draw the attention of Canadian government to, among others, certain areas where China has particular concern.

  First, on anti-dumping measures, as indicated by the Chart III.4, China is the third largest target of the anti-dumping measures by Canada till the end of 2001, which affected the trade volume of USD 100 million. It is expected that Canada will streamline and, to the extent possible, simplify the relevant procedures. Besides, it is hoped that the efforts and achievements made by China in market economy reform can be recognized and taken into account in the process of anti-dumping investigations by the Canadian government.

  Secondly, on standards, technical regulations, and SPS measures, China attaches great importance to the technical cooperation with Canada in regard of the SPS measures on the basis of science and WTO rules. The excessively stringent SPS measures maintained by Canada against Chinese products have been a source for heightened concern. For example, Chinese casing processors licensed by Canadian government can only export to Canada the casing using materials originating from a certain members, while casing using materials from other members, including China, is denied of access to Canadian market. We hope Canada could explain the scientific bases for these practices. Also, Canada has suspended the imports of poultry and rabbit meat from China. We hope Canada could provide us with the relevant information on the risk assessment.

  Finally, I would like to thank the Secretariat and the Canadian government for their painstaking efforts in preparing the reports and wish Canada a successful review.
